I have never used a USPS Priority Mail Flat Rate Padded Envelope, but from pictures on the USPS website, it appears to be made of a poly type material.

How do you adhere lick and stick postage stamps to such material?

Glue, if you want to be certain that they stay on.

Self adhesive / non water activated gum stamps work pretty well - at least through the PO clerks.

Self stick paper label (e.g. address type label) upon which the stamps are placed.
