Looks like maybe a drop of bleach fell on it. It is a used stamp, and there is almost no way of knowing where it has been or what happened

suggest chemical altering, one can see the postmark ink fading at that area also.
RHS Stamp, fiscal use.

There are a few catalog listings for the $1 stamps you posted. They are readily available and inexpensive in used condition. So you can easily replace them if you want. Shown below are the three catalogued versions from the Commonwealth Catalogue which was published by Murray Payne before they were purchased by Stanley Gibbons. You might also want to keep an eye open for the Short R flaw which is pictured there as well.
