This appears to be from 1917 Scott number 547D type A53A but my Scott catalog says "not issued without a surcharge" yet here it is. It's a nice fairly well centered mint.
Any insight greatly appreciated.

Thanks Robert. Well that's confusing. I too now see it is listed as B46 so makes me wonder what this listing really is since it looks like a B47?

That's a different denomination, old prune.

My 2015 Scott Classic Specialized does not even list 547D. 547D has been relisted as B47?

The stamp in the original post looks like Scott B46. Isfila (2013) #718.

The surcharge was applied to a 20p stamp from a set printed in Vienna that was not issued. Isfila (2013) #867. This is Scott B47.

Interestingly enough, Scott does list one of the unissued stamps as 546. I don't know why they would list one but not the other two.

Exactly, the stamp without surcharge is a different color (red violet) than the one with surcharge (rose). The rose printing wasn't issued without surcharge.
