This appears to be from 1917 Scott number 547D type A53A but my Scott catalog says "not issued without a surcharge" yet here it is. It's a nice fairly well centered mint. Any insight greatly appreciated. Paul
Exactly, the stamp without surcharge is a different color (red violet) than the one with surcharge (rose). The rose printing wasn't issued without surcharge.
