These are cinderellas, not postage stamps. Kyrgyzstan Society for Monuments and Culture, or something like that.

Not stamps.

The first is the Gumbaz of Manas Mausoleum near Talas in Kyrgyzstan. It might be a cinderella or a label applied to an entrance ticket.

For the second: https://en.wikipedia.org/wiki/Saimaluu_Tash.
The right-side text reads "Kyrgyz public protection of monuments of history and culture."

As classic_paper wrote, they may have been issued by a culture organisation.
