Looks like a nice clear embossing. Should be easy to measure. looks like white paper.
Per UPSS: Die 132(A) Head large (9 1/4 mm from tip of nose to back of head); left figure '1' tilts to left; heavy lettering; all 'T's have shorter tops (1½ mm).
Die 133(H2) Head small (8 3/4 to 9 mm from tip of nose to back of head). Right figure '1' tilts to right; fine lettering; all 'T's have long tops (1¾ mm). Not used for window envelopes.

I do not collect envelopes but it's nice to take a blank piece of philatelic material and put a name to it.
