The stamp is an official stamp. The whole thing looks pretty clear to me, all you have to do is look on a map
The envelope was mailed to the town of Wollaberg in Bavaria on the 28th of March, 1941. Freyung is the local area, county? And Jandelsbrunn is the municipality that Wollaberg is part of

Correspondence is from the magistrate of the district of Wolfstein, who was located in the town of Freyung, Bavarian Ostmark (near the"Ostmark"/Austria).

Given the design and cancel date, this would likely be Mi D138. An "official" determination of which color variant it is (there are two major ones) could be useful; the b variant is valuable.

thanks Guys! I collect US and I get these mixed in collections I buy. Its hard enough to keep up on the US material!
