It has to be one of these but none of the examples in the catalog shows hair extending beyond the bust. I would say the hair is definitely tied with a ribbon.

There seems to be an embossing problem in the left star an possibly that errant hair, as well as inking problems, but I would put it at design U79 making it Scott U362.

I do agree with that. But what about the hair extending below the bust? None of the die varieties show anything like this.

Probably a printing freak but contact Dan Undersander, editor of the UPSS catalog, at https://www.upss.org/code/contacts.php for his opinion. Or, send it off for certification (APEX is the best choice for US postal stationery).

I'm guessing over inking maybe???

What does the embossing look like inside the envelope?
