The business reply mail cover has a number of things going for it, but yes, the leap year date was the main reason to acquire it (you have good eye!). The 1/2 cent dues are nice too, as well as being a local BRM cover so the rate is 2 cents + the 1 cent BRM fee.
I actually have been collecting cancels like the 'Church Street Annex' one that you posted for that and other New York postal stations. Mounted in an old springback album with pages for each separate station. Grand Central Station is well represented.
Nice Boston precancel, by the way. I've never seen that style.
