It could be 1935 U41 2c JUAN DELA CRUZ CARMINE ON WHITE june 19 1935.

I don't think so... I think it is Jose Rizal possibly issued about 1946, possibly on the 04 of July, but I am not sure of the issue date.

Looks like it could be Higgins & Gage #B27 from 1948.
