It looks raised up and embedded in the paper, so it's a natural inclusion, an impurity in the otherwise white paper. There are other such smaller specks elsewhere. It's your call whether it's a flaw or not; I would say no.

I would not call it a flaw at all. Especially for these stamps given the era. The gum is dry too, but I would accept that as well.
