Upu's Ems Cooperative 2019 Stamps Complete List

Hello there
I am trying to complete this theme UPU's EMS Cooperative 2019 Stamps but according to the website there are 24 countries only that releases a stamp for this occasion but somehow there are countries that I could never release
for example, did Mexico actually release a stamp for this occasion or not?

I see on the stampworld site that in 2019 Mexico issued a stamp for The 140th Anniversary of U.P.U. but not for UPU EMS.

there are other countries also that issued for this occasion but they didn't mention at the official website of EMS like El Salvador for example
