I came across an item in my collection that appears to be a United States Scott U395 pre-stamped envelope with no lines to the left of the "two" at the bottom of the "stamp." The Scott specialized 2019 catalog says that the two lines at the left of "TWO" are usually short. I find no other information available either in the catalog or online regarding this PSE without the lines to the left of the "two." Has anyone else any information to help shed light on this?

The Scott Specialized catalog is a very simplified catalog when it comes to postal stationery. If you want to go deeply into these, I would recommend finding a copy of the "Catalog of the 20th Century Stamped Envelopes and Wrappers of the United States" published by the United Postal Stationery Society.

This UPSS catalog illustrates approximately 150 varieties of this design, so it is highly likely your stamp will be one of these, rather than an error.

That said, it would be useful to us if you could post a enlarged scan of the embossed area.

Numerous inking problems and die wear led to local recutting of the dies creating many recut varieties. None of the inking/wear problems nor the recuts are considered errors although technically some of them are.
