I got this stamp and noticed the picture was shifted to the right. Does this make it more valuable?

Sorry...No. Perfectly centered adds value as well as errors such as inverted center.

The picture has not shifted, the position remains constant.
It is the perforations that are not central.

Quick responses. Wow! I was just happy to find a 120 for a decent price. I found it odd that the black ink was so far out of alignment with the green. I have not seen that on any others.
