I have the Fluegel FDC cover for this issue. I know this is the final Fluegel cover. What I am curious about is who is on the cover? Obviously this is not John Trumbull

Fluegel died in 1953, is this really considered a Fluegel FDC? Perhaps this is an illustration of Herman Fluegel himself?

The article below does not answer the question of whom the cachet portrait represents, but does claim that the cover is a Fluegel FDC (Figure 7):
