is this a Perkins Bacon leftover?? The only other examples I see are rouletted....

Looks rouletted to me . You can see the small fragments of paper on edges that were not cut, but torn apart.

I agree with No1philatelist. The roulette points ("hanging chads"?) are discernible in the picture of the reverse of the stamp.
