i'm not sure what these are. I assume old cut squares but they have original gum on the back. one shows overprint on a registration issue. are these rare?
Your intuition of postal stationery is good. If you type "Ceylon" and "registered" into eBay one will find several types of these. Gummed because the embossed stamp is on the flap.
