That seems to be a very unusual perforation. Never seen this before I did find some differently perforated on eBay, and they were called "privately perforated newspaper stamps" and not given a catalog number
You often find the newspaper stamps of the Austro-Hungarian Empire privately perforated for ease of use, so the practice doubtless continued after the establishment of Czechosolvakia.
