Looks like these two were included with an issue of the San Francisco Sunday
Examiner. Maybe as an insert, as they look hand cut.

Most likely there were others in the sheet.

Possibility:

Unfortunately postcards were often trimmed, to fit in a photo frame.

I'm agreeing it's more likely these were inserted in the Sunday newspapers as a sheetlet to cut apart yourself. This was not even a year after the 1906 Earthquake, so probably helped to show it was back to business as usual in San Francisco in 1907. Even though it might not have been.
