Are you sure it's a backwards E. It looks to me like it might just be missing the vertical line that forms the left-most part of the E. If you make a better scan or take a better photo we might be able to tell for sure.

I suppose it could be a missing vertical line on a normal E. But, the shorter middle horizontal line is aligned on the right. So, seems like it's a backwards letter.
