The text is Dutch. I am with John.

Karel I sigars, 1970, printed by Steen- en Offsetdrukkerij Chr. Schäfer (Aalst, NLD)

If you turn it around, my guess is you will see an S on the left side.
The centre will show the lines KLOKKEN PENDULES / 15 - 24.

Being design number 15 from a series of 24.

And pendules means swinging or pendulum clock. Quite the brand name.

As I wrote before, the brand name is Karel I.

Klokken - Pendules is the name of the series of images on the cigar bands.
This particular clock is the 15th design in a series of 24.

The series was in use by Karel I Cigars in 1970.

adding: Karel I refers to British King Charles I whose portrait showed on the brand's cigar boxes.

In your Spanish language it is known as "anillo de puro" or "vitola".
The collection of them is the "vitolfilia". It used to be quite popular back on the 1950s to 1960s. Nowaday, scarcely anyone cares for them.
