Thx for the reference. I was using Hargraves' book but couldn't find the exact rate. The only connection was the interim rate. In addition, the New York 12 cents paid cannot be found.
16 cents was the French mail via UK treaty rate of 7/70 for 1/3 - 1/2 oz (10-15 grams). Progression was 10, 16, 20, 36 & 36 cents. Rate in effect until 8/74.
The New York exchange office accounting handstamp is common. Hubbard-Winter 209 recorded 1857 - 1872.
