I don't see anything special about this stamp. Plate 199, looks like? Appears to be like all the other third-issue (1858-1864) penny reds to me.

I see what you mean.

The lines that make up the eyes are weak in your scan. This can be due to wear of the printing plate (199). Anther possibility is that someone tried to clean off the cancellation. The mount it is in may make it appear so.

It is not an error. If you can call it a variety (if it is a printing from a worn plate) it is a minor one.
The check letters GB are nice for a GB collection. The condition may be an issue, though.

thanks @classic paper ,@NSK I didnt say there is something special what I say may be overinked plate or any other reason the line of lashes in eye is darker and broad appear as a shadow make the eye appear to be closed , I agree may be wear in the plate or over inking , I didnt agree that someone try to remove cancellation, so it may be considered variety if there is another items in that position with the same plate number so I asked here if any exist in collections of the members here.

I couldn't see another on eBay (current and completed offerings searched) so hopefully someone else has another to compare.

It looks possible there is a plate flaw but I'd like to see more examples.

I'm not saying you did. Your titled your thread, Is these [sic] an Error or Variety in Penny Red. My saying, "I don't see anything special about this stamp," is colloquial English for "nothing unique, noteworthy, or remarkable." In other words, not an error or variety.

@classic paper , I understand you but I mean if this is an issue for this plate number (199) at position (GB) it may considered as variety of penny red but this need more material to check so I put it here, I didnt know if you or others agree with me.
