The middle initials looks like W.S.

Not a handstamp, but an overprint. Official (departmental stamps).
O.W. Official: Office of Works Official
R.H. Official: Royal Household Official
I.R. Official: Inland Revenue Official

Many forgeries of the overprints exist. This one looks very suspicious. The type of overprint looks incorrect. The problem is that you may have called it correctly: 'hand stamp' when it should be an overprint. A handstamp is a fake.

If it is genuine and would be in good condition, it is worth quite a bit.

Base on your description, IR is the closest. However, in the catalog the watermark does not jive.

I should check when back home. But an incorrect watermark may be yet another clue that it is a fake.

The 2/6 Victoria stamps were not used for departmental overprints at all. The other high values were.

That was my take, also, were any Opts ever in Blue?
The 2 shilling and six pence (Half a Crown) does not exist overprinted at all ?
(shall accept correction)

I had it as a fake.

@rod,

I do not see any 2/6 overprinted for official use in the SG Specialised. The 5s and 10s exist both for he Queen Victoria and King Edward VII.

To me, the overprint here looks black, but looks nothing like the types used for the officials. This one looks like some kind of stamp was used. I am not aware of any other colour than black was used for overprinting issued stamps.

I stand corrected, it does look black now.
I thought I saw a deep blue shade.

Look like something was printed on Her Majesty's Head,
and an attempt to remove.

What intrigues me, is the genuine marks above Aug 29

"P ? " looks like a 3 on its side.
Surely cannot be a time code.

A lot has been written about colours and how we perceive them. Even the ambient lighting can influence what you see. I was not doubting whether it is bluish. I can only tell what I saw and I looked a few times, because at first I thought to have seen a bluish tinge as well.
