Canada #1250ii Inscription Block Of 4

I recently purchased all the quarterly and semi annual inscription block sealed packages from the 1980s at a garage sale...including the semi annual inscription blocks from July-Dec 1989 still sealed...should I assume that the high value #1250ii inscription block is in this package?

I do not believe they included that item in the pack, as they trimmed off the inscriptions because of misregistration on many panes. If memory serves me correctly they only permitted standing order customers to obtain (1) one, regardless of what the standing order was for. First day covers of inscription blocks were available at Post Offices the first day but then sent back to the philatelic centre to fufill orders. I will look for my issue of the Canada Post details magazine as I am sure there is mention about it.
