What is the purpose of the purple marking? Lake Shore and Michigan Southern Railway.

The oval marking was applied privately by the recipient as a receiving mark in their offices.

Ahh... I missed the correlation with recipient and the marking! So it was for their railroad company records, nothing to do with postal delivery. At first I thought the cover went on the train.
