What's This Weird Overprint On GB Scott 89 (1p)?

I was just going through a large envelope full of these, mainly searching for revenue cancels, when I noticed this strange one. It seems like some official overprint/commercial cancel/precancel, but it's shoddily done, perhaps in a forged manner or simply in an error way. Anyone know maybe what this is?

It appears to be a rectangle and is180° from the stamps normal position. Otherwise, I cannot state for sure but it may be a revenue office cancel/obliterator.

Possibly Revenue usage on a document.

Perhaps a textile reference from Bengal
