Doesn't appear to be a Re-Entry. The white space above the N, and partially above the A could possibly be lack of ink in those areas. Just my opinion.

Definitely a short entry above the letters which is defined by the lack of ink above AN.

Patg23, which stamp is the one with the possible re-entry? The bottom one looks like it might have somewhat of a re-entry in the bottom of the letters NAD. The top stamp has indeed a bad case of poor inking

Re-entries ADD ink to the printed image -- they do not remove ink.
