I would think a 6 as I've not seen many nines with that large of a loop on the bottom. Just my thoughts.

Looks like a "6" (London) to me. There's the expected cut-out in the circle below the 6. Also more common than "9" (Kingston), and the loop matches a "6" better than "9".
