Correio(s) is the Portuguese word for post(s). The frame reads Estados Unidos do Brazil (United States of Brasil). The banner below the portrait reads cem 100 reis, cem meaning 100.
The datestamp appears to be from (N)OV 97 (so November 1897).
You , might want to have another go at it. The value is 100R. Even if you, for some reason, think it is a two and not a one, the word to the left of the numeral is cem. This is Portuguese for 'hundred.' The 200R has 'REIS' on both sides of the numeral.
