It looks like a stamp from Egypt on a Censored cover.

The cover was sent to the Middle Eastern Forces (MEF).
D.D.O.S. (Deputy Director of Ordanance Services. thus the British field censor marking. I think the numbers before PTE (Private) refer to the location Serial number (code)....

Numbers before Private Mayes' name are his Army service number. This would locate him exactly within the MEF''s system. All done with hand-written records and lots of filing cabinets!

the cover is from egypt for sure to a soldier in M.E.F the postmark is cairo2 cancellation but th cover must be checked carefully as it may a forgery .
