That must be a dealer's stamp, or a forged Army Official overprint. The Army Official overprints were issued to army (recruiting) offices for official mail. Civilians were not allowed to hold official stamps.
It is likely this stamp importer back-stamped the official stamp when it added the used stamp to its stock.
