I think they are cut squares. They may even come from mailings from the philatelic bureau.

The one on the bottom left on the second page is still used on the bureau's reply envelopes sent to account holders.

Yes these are cut squares and I have seen them used by the Isle of Man Post Office Authority Philatelic Bureau Douglas Isle of Man.

Are these used exclusively by the Isle of Man Philatelic Bureau or also by the general public?

As far as I can remember the envelopes had printing on them relating to the philatelic bureau. It does not exclude the possibility unmarked envelopes were available to the general public, but I cannot remember ever seeing them on their stock lists or mentioned in their bulletin.
