France Ceres 1849 20ct - Exact Date Of Issue

I have a folding letter written and stamped march 31 1849, franked with a black Ceres 20 ct imperforated stamp. But my internet catalogue tells me the first series was issued only december 1849! Who can tell me the right date of issue?
