Looks like an 1851-857 Washington 3c Scott#10 stamp. Can't do a good job of valuing it, but it may be worth about $20-$30. Take this information with a grain of salt, I'm not overly experienced.

Neat Washington D.C. CDS, looks like a Scott 11A to me, possibly 1856 date? Stamp is badly damaged, so little value for stamp itself ($1-2) unless there is a plate variety, which I don't see.

However, NICE CDS, which may be of interest beyond stamp value itself.

On an 11A, Scott's gives a premium of $50 for 1855 year date cancels & $12.50 for 1856.

In general, for me, the percentage of the Scott value on the premium is an average of the percentage of the stamp value and the condition of the cancel.

Maybe a $2 stamp & a $3 cancel? Toss in an extra $1 for being on cover and you've got a $6 item. Top dollar Retail. Probably closer to a $3 or $4 item.
