Yes, your Scott 1690 from 1976 shows a color shift.
The lithographed yellow, light blue and brown seem well centered. But the engraved dark blue of "USA"and the denomination on the left and Franklin against the dark blue on the right are all together as they should be, but are a little bit high compared to the litho. Maybe by 2 or 3 mm. Perhaps slightly askew, too.
