The uper margin of this Germany .Mi 90 ,is partly not perforated. I looked in Michel catalog but,there is no information about this. It would be helpful to hear a opinion for the stamp.

It's fully perforated. Perfs are rough, and there may be paper attached to the rear of the stamp, making them look rougher. Occasionally, perforating machines don't completely remove the paper between stamps, but that doesn't equate to not perforated.

Yes, it is. Known as "blind perforations".
