I'm going to say the quiet part out loud: This is primarily a philatelic forum, not an investigative or forensic one. You've uploaded at least three pictures or postcards in the last few days that weren't even postally used. And while I'm sure everyone here is happy to help you with figuring this all out, none of us want to do all the work for you; you have to evidence at least a little effort yourself.
What is behind the people with the flag?? Is this a chimney? I enlarged the photo to show the elements of hats and caps May it helps to identify the years and country.
