Words at the top and bottom appear double printed or something similar. The whole stamp looks a bit out of focus. Is double transfer applicable? I didn't find any in the siegel or pf searches.

imo overinked on ppaper that was wetter than usual. it also could have moved slightly when being lifted off the plate. I do not think it is a dt.
