Probably a normal cancel from the city, but this looks somewhat German influenced. Just normal? Great Britain Scott 298 was issued in 1953. Was this some sort of favor cancel to signify something special?

That's a later issue than the 1953 stamp - much more blue. Maybe a twin town celebration?

More on the Germania Posta (I) held in Stockton:

Agree. Probably Scott 359 issued in the 1958-1965 timeframe.

A stamp used in 1965 on a philatelic franking, almost certainly is from 1965, hence multiple crowns, blue phosphor on whitish paper. The colour of this stamp was changed deliberately to deep ultramarine from ultramarine.
