They are all Japanese. As I don't have any catalogue listing revenue stamps, I am trying to help you to read what it says at least.
First of all, they are all written from right to left - means they are before 1947. First one is revenue stamp issued by Tokyo City. The second one is for some kind of official charge paid to Saitama prefecture. The last one is a receipt from Saitama pref. for a charge to check quality of rice, for selling it to outside from the prefecture.

I guess that date was when Tokyo City was changed to Tokyo Metropolitan. On the right hand, it says that this revenue stamp is alike looking to issued by Tokyo Metropolitan - that is because Tokyo Metropolitan office succeeded the design of the revenue from Tokyo City. So, Hilik's guess was very close.
