The most obvious feature these stamps lack is a denomination. That should scream to you that they're not postage stamps, so wouldn't be found in Scott or any other postage stamp catalog. While not an absolute rule, one can say that for 99.99% of all issues pre-1990, since the UPU all but required it. By the same token, they're not fiscal/tax/revenue stamps, so wouldn't be found in those reference works, either.
