Are Ukrainian Underground Mail 1949 Cinderellas?

Hi All, I posted a back in 2017 about these stamps. I noticed recently that in 2019 Ukraine issued a "memorial" issue envelope in 2019 showing the same stamps. (See photos).

My question is two fold;
- Do the original stamps qualify as Cinderella stamps?
- As such, do they have catalogue numbers to which I can refer?

Since they were never valid for postage, they could be considered Cinderella's I suppose. There are endless designs and varieties, and some are listed in the Wilhelm catalog along with supposed catalog values. I have yet to see any used on a non-philatelic cover.

I suppose the only catalogue (at least, known to me) is Khomiak's Catalogue of Ukrainian Non-Governmental Stamps.

This is a definitive set issued in 1949 - see a page from the catalogue.

The stamp on your cover is a personalized stamp with a private design, the actual postage is paid by the small tab at the bottom.

These stamps are also listed in J. Maksimchuk's catalog from 1950.
