When a stamp comes in for a graded cert, the grade would normally be the last thing done. Looking at overall condition would be done first. Assuming the perfs were found to be genuine, the grade would probably be based on the side off the most.

Based on these, I would say that the vignette has nothing to do with the grades.

I find that strange. If they are going to obsess over a short perf and consider color, design impression etc. it is odd to me that a poorly registered vignette has no impact.

Now all we have to discover is what they mean by "significantly". Which goes back to whatever whoever is looking at that moment thinks it is.
