Gents I am Mr Elsmore and those are my exhibits but this precancel is unknown on a post office customs duty

I have seen this listed but the customs one is a handstamp not preprinted.

Caveat: Precancel novice.

I see this as a Rubber Handstamp
so #401 to #699 in the style chart
closest I can see is Type #407
Like #406 but state in lower case

406= light faced condensed block caps 4mm high between 0.5mm lines 16mm apart town lower case.

Now to see how I went?

Agree. It looks crudely applied, with a left-to-right rocking in motion.
