Need Help With A #319 Or A #320

New to stamp collecting and I am not sure if this is a Scott #319 or a Scott #320? Any help would be greatly appreciated! Thanks!

Your's has perforations so it cant be a 320. It's either a 319 or 319F. Image quality is low but I think I see a "lump" in the lower left corner of the inner frame line This would make it a 319F.

Looks like a 319 to me. What makes you think it may be a 320?

If it is a 319 is the top just cut with scissors most likely?

No, the top is cut as part of the natural production process.

A sheet of paper is printed with 400 images then cut into four of these along the dividing lines printed with the images:

Thus each pane of 100 has two sides with straight cuts affecting 19 of the 100 stamps.
