Wondering if these are considered over-inking, plate or printing errors.
Scott's shows the outer frame as black on the left anf orange on the other 3 sides.
Opinions appreciated.

These are two different catalog numbers, issued at different dates.

Not an error.
Very common and very typical of multi-color Giori press printings of this era to have imperfect ink placement/separation. Here was a thread about Scott 1098 issued in 1957:
