I'm from Vancouver and I can't place that view. Is that Mount Baker in the background? If so, is this looking out from the North Shore? There seems to be a military bunker in the foreground...

I assume you are referring to this stamp?





If so: (Copied from the interwebs)

This design shows the view from West Bay on the northern side of the entrance to Vancouver Harbour where the Lookout at the Narrows is situated. Prospect Point and part of the city appear in the background. This is Canada's western gateway to the Orient and the Pacific. In the distance looms Mount Baker in the State of Washington

A more contemporary description might be that it is seen from a little west of Ambleside Beach and pictures the First Narrows before the bridge was built (1938). That's Stanley Park in the centre right edge and, has been said already, Mount Baker in the back. There has been a fair amount of artistic license taken with the view. And that probably is a bunker - there were (and still are, I think) several built to guard the harbour during WWII.
