This is not armed forces or military mail.

The cancel appears to be an R. P. O, === Railway Post Office marking. The RMS in the duplex confirms this (RMS === Railway Mail Service)

Please provide better quality images to go with your questions when you post.

If you must use your phone, take a picture with the phone level with the envelope, and make sure the photograph is clear. Fuzzy does not help.

You can also help us out if you will say why you think your cover has some particular feature.

The cancel reads "Louis. & Norton"
for Louisville KY and Norton VA, a railroad marking as noted before.

Was there a specific reference which led you to believe this had a military connection? I hope we can guide you to more accurate references!
