It is a pair of Mexican general issue revenues c.1915. The bottom show that these had counterfoils, labels called talons in Spanish, which were intended to removed upon use (but not always) and kept as a receipt of sorts.
The black printing "ME..." is part of some city name printed as a control before issue.
