Possible For Someone In A Cto-Issuing Country Use The Mint Versions To Post To Collectors?

Many CTOs are quite attractive, and the topics of some even relate to the country of issue. But they're still CTOs.

What I'd like is to have someone in a CTO-issuing country use the mint versions to post a letter to me. That way, I'd have a genuine postally-used version.

If a dealer had enough people who would do that (for a small payment, of course), he or she would have a good supply of "real" stamps.

Are all CTO issues freely available in uncanceled form to people in CTO-issuing countries?

Totally depends. Some CTOs were essentially never intended for domestic use.

If you're talking about older CTOs, a current postmark isn't within the period of usage, whether real or theoretical, so it would be of limited interest to most collectors of used stamps (and probably rendered less valuable than the mint stamp you started with?).

ETA: That's my 2d. I wouldn't want to discourage you from a project, if it's interesting to you.

Some CTOs have been printed with the cancellation mark.

A dealer is not a collector. There are a few reason why it would not be profitable to a dealer:
* Not only does he have to pay someone to affix a stamp to an envelope, he, also, would have to pay someone to soak them off or, at least cut them from the entire. Unless the dealer would only look for stamps paying the postage and not affix whole sets, the item is philatelic and worth little making it even more important the entire does not remain intact.
* There is no guarantee the item will be cancelled neatly, unless the correspondent finds a post office clerk who is willing to apply such a neat cancellation there will be a lot of waste. It might require the correspondent several trips to the post office to find the particular clerk on duty. The dealer may have to pay extra for that.
* Some items may get damaged in the post or receive further 'treatment' in the receiving country. A marker monkey or a wannabe Banksy may consider it practice material. Consequently, the dealer might need to order more than he has customers. This will add to the cost.

Many of the countries that, currently, issue CTO stamps are wallpaper factories. They mainly issue stamps that have no relation to the country. It is questionable whether there are enough customers for the dealer to want to have a good supply. To break even, he might need to add a very high mark-up.

There are companies that offer free stamps to small countries or those that need few.
In exchange for a few thousand stamps supplying the country, they market CTOs for tens of thousands
I understand that in 2006, a few hours after the independence of Montenegro, an Australian company had already offered him the stamps for free.
